  • Background
  •  

    Conduct an assessment of IOM’s current health education programmes for refugees and asylum seekers in each target city (Makassar, Tanjung Pinang, Batam, Kupang, Surabaya, Tangerang, Jakarta, Bekasi, Serpong, Medan, Pekan Baru) and develop suggestions and recommendations for improvements. The assessment will evaluate the efficiency and effectiveness of health education service delivery through offline and online systems, and identify its impact with regard to IOM, and the healthy lifestyle of refugees as beneficiaries. The assessment objectives are summarized below:

     

    • To survey and analyze refugees’ experience in the existing health education programme and its impact on them (reliance, dependency).

     

    • To survey and analyze health service providers’ experience in delivering services to the refugees (enabler and barriers) and its impact on them (utilization, workloads, administrative/finance process).
    • To survey and analyze IOM staff (health and support staff) in facilitating assistance (enabler and barriers) and its impact on them (utilization, workloads, admin/finance process).

     

    • To ensure smooth implementation of all activities, which shall include but not be limited to coordination of activities and events to ensure successful project delivery, such as arranging and facilitating meetings/workshops/focus group discussions in coordination with the IOM medical team.

     

    • To assess the delivery methodology and procedures of the current health education programme, taking into account the current situation and interest of refugees, and make recommendations.

     

    • To facilitate and lead discussion, interviews, and consultations with relevant stakeholders to support the development of the health education module, learning materials, and the instructors’ guide for programme implementers.

     

    • To develop the modules, learning materials, and instruction guide for the instructors of health education for refugees in Indonesia.

     

    • To analyze the cost effectiveness and cost benefit impact towards IOM’s health education toward refugees and provide policy recommendations.

     

    • To develop monitoring and evaluation tool for regular tracking of the activity’s achievements.

     

    The incumbent shall develop a comprehensive report with actionable and evidence-based recommendations on the efficiencies of the health education programme for refugees as well as the cost benefit impact of the scheme in terms of IOM programming and overall satisfaction of the beneficiaries.

     

  • Nature of the consultancy
  •  

    As part of IOM’s support and cooperation to the Government of Indonesia in the handling of refugees, the Migration Health Division (MHD) of IOM Indonesia provides health education programme services for refugees under the Regional Coordination Agreement (RCA) Programme. For over 10 years, refugees have been able to address their basic needs, and IOM has improved quality of care for asylum seekers, refugees and migrants within the structure of Indonesian law. Preventative medical services are designed and intended to reduce the demand for secondary and tertiary medical services and should be conducted in a manner that places the migrant at the center of care. According to RCA health protocols, health promotion should be delivered to all refugees receiving RCA care. Preventative services may also include, but are not limited to, immunization, early childhood and nutritional assessments, reproductive health/contraception, regular vector control, sanitation monitoring in accommodation and in Immigration Detention Centers (IDCs) or during lockdown, food hygiene, and regular water testing in the accommodations. Regular health promotion sessions are conducted on relevant topics affecting the population. They may also include organizing of events such as celebrations of national health themes, in a very cost-efficient manner. Health promotion sessions are mainly conducted by third-party vendors or/and in collaboration with district/municipal health office or other related health organizations, at the request of MHD staff. For appropriate topics, MHD staff may also refer to Centers for Disease Control and Prevention (CDC) guidelines and consult with the refugees’ focal points for any topics in the interest of refugees that potentially affect the refugees’ well-being. At all times, health promotion shall enhance refugees’ participation, empowerment, and improve health-seeking behaviour.

     

    The consultant shall develop monthly and quarterly planning guidelines for health promotion sessions, which to be held at least once a month for each refugee. If any other situations arise (such as an outbreak of a certain existing disease or newly emerging infectious disease), plans can then be modified to accommodate an additional session or adjust the methodology of implementation. MHD staff shall work with the third-party provider to ensure that the health promotion materials, such as presentations, used are captivating, and that sessions are interactive and scheduled at appropriate times of the day, to facilitate participation of the maximal number of participants. In exceptional circumstances, interpreters shall be used where necessary.

     

    Given the above, the health education programme needs comprehensive analysis and relevant data collection from all parties involved, such as the IOM health team, health-care service providers and refugees as beneficiaries, in order to explore and identify shortcomings and gaps for the efficiencies and effectiveness of the programme. Therefore, assessment from an external/independent consultant is required as reference, to determine the needs and possible recommendations for adjustment of the procedures and modification of the programme.

     

    Under the direct supervision of the National Migration Health Officer in Tanjung Pinang and the Senior Migration Health Advisor in Jakarta for technical matters, and under the overall supervision of the RCA Programme Manager, the consultant shall be responsible to conduct the survey/ assessment of the programme. The consultant will collect the necessary information from IOM staff, health service providers and beneficiaries, as well as on local/national practices and policy, in order evaluate the health education activities and other health programmes and provide policy recommendations to IOM, and to the related partners and beneficiaries.

     

  • Tasks to be performed under this contract
  •  

    The consultant shall be responsible to perform the following assignment activities:

     

  • Conduct a rapid assessment using mixed methods, including quantitative (by online survey, phone call or face-to-face) and qualitative (by focus group discussion), to explore experiences and the impact of the health education programme.
  • Conduct assessment and analysis of IOM’s existing health education programme for refugees in terms of methodology, topics addressed, number of voluntary refugee participants, efficiency, and effectiveness in addressing the needs of the refugees. The assessment shall also compare and analyze the existing IOM system with the national health education programme.
  • Coordinate with relevant IOM offices and arrange in-person visits to each city (as necessary) and conduct the required surveys to ensure timely project delivery. Where necessary, arrange and facilitate online, face-to-face surveys/meetings/workshops/focus group discussions in coordination with the IOM team.
  • Facilitate and lead discussions, interviews, and consultations with relevant stakeholders to support data collection, resource/reference identification, drafting results and analysis.
  • Develop periodic monitoring and evaluation tools, policy recommendations and follow-up action plan on the health promotion service delivery using insurance scheme.
  • Perform any other related duties as may be required.

    The Senior Migration Health Advisor, in coordination with RCA Programme manager and National Migration Health Officer in Tanjung Pinang, shall review and evaluate these outputs and give approval on the satisfactory performance of the consultant.

    The consultant shall work from home station with possibility of travel to Makassar, Tanjung Pinang, Batam, Kupang, Surabaya, Tangerang, Jakarta, Bekasi, Serpong, Medan, Pekanbaru.

     

  • Qualifications or Specialized Knowledge/experiences required:
  •  

    The proposed consultant(s) should have following competence.

     

    • Required master’s degree in public health, health economics, or actuarial, health policy and other related fields.
    • Required 5-year experience in health insurance, health economic/financing, or health research.
    • Required experience in organizing and facilitating meetings/workshops/focus group discussions.
    • Experience in working with government and non-government institutions at the national and sub-national level (desired).
    • Excellent presentation, oral, and written communication skills.
    • Strong research and excellent writing skills in English.
    • Excellent organizational skills; ability to meet deadlines and work under pressure.
    • Strong interpersonal skills, ability to communicate and work in diverse settings.

     

    Language: Fluency in English, both oral and written. Fluency in Bahasa Indonesia is an advantage.

    Established in 1951, the International Organization for Migration (IOM) - UN Migration - is the leading inter-governmental organization dedicated to promoting human and orderly migration for the benefit of all. It does so by advancing the understanding of migration issues, assisting governments in meeting the challenges of migration, encouraging social and economic development through migration, and upholding the dignity and well-being of migrants, their families and their communities.

    With 172 member states, a further 8 states holding observer status and offices in over 100 countries, IOM also works to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. The IOM Constitution recognizes the link between migration and economic, social and cultural development, as well as to the right of freedom of movement.
    In Indonesia, IOM operations date back to 1979 with the processing of Vietnamese boat people arriving in Tanjung Pinang port, Riau Islands. Since, IOM’s activities have expanded both in terms of geographic reach and target population.

    Today, IOM Indonesia is one of the largest IOM missions in the world, with staff members located across the country and working on a wide range of activities in partnership with the Government of Indonesia, civil society, and the donor community. IOM Indonesia works in several broad areas of migration management:
