External candidates will be considered for this vacancy. This is a request for Curricula / Consultant Contextualizing Capacity Development Modules on Migration Governance and Management in Indonesia. The success candidate will be offered Consultancy Contract. Applications from qualified female candidates are encouraged.
The consultancy will contribute to the implementation of IOM Indonesia’s project, titled “Empowering Migrant Worker Households and Strengthening Capacities at Points of Entry in Indonesia.” Under the project, IOM will support further strengthening of capacities of the national and local government structures in the protection of migrant workers and in fostering the developmental potential of migration, through this consultancy, IOM will develop and adapt existing capacity building materials for the benefit of national and local government stakeholders, CSOs (Civil society organizations), academia, the private sector, among others.
Existing materials to be adapted for the use in the local Indonesia context include the handbook for policy makers and practitioners on “Mainstreaming Migration into Development Planning” developed by the multi-agency Global Migration Group, and the “Toolbox on Migration and Local Development” from the Joint Migration and Development Initiative (JMDI). The training materials will be developed based on the different context and needs of governments at various level; national, sub-national, to village. In addition to the JMDI, IOM is intending to also capacitate government stakeholders on migration management. This will be done by leveraging IOM’s existing training tools on Essentials of Migration Management (EMM). The second version of the EMM has been recently developed by IOM to support governments with their migration-related policies and services. It will include modules to cover the basic knowledge, relevant international laws, and frameworks on migration, such as the context and drivers of international migration, migration governance and management, international migration law, human and labour rights in the context of migration, and cross-cutting considerations in migration management, such as gender and protection. The training will also include specific courses for government on any emerging topics required as capacity building needs identified through the profiling and research, including on labour migration, migration and development, migration protection and assistance, border management, migration and health, climate change and disaster risk reduction, and integrating migration into COVID-19 response and recovery.
Given Indonesia’s strong interest and need to strengthen its efforts in migrant workers’ protection and empowerment, emphasis on the aspect of labour migration governance would be of importance. The contextualized training materials should therefore incorporate comprehensive situational analysis on Indonesia’s migration context and be based on the related laws and regulations applied in Indonesia pertaining to migration governance, such as the law number 18 of 2017 on the Protection of Indonesian Migrant Workers, its subsequent or derivative regulations, and other legal frameworks that could foster well-managed migration in Indonesia. Practical information and case studies of best practices that are evidence-based to the context of Indonesia is mandatory to be included in the contextualized training materials.
Following the adaptation of the training materials, IOM will hold series of trainings, primarily for government stakeholders at the national, provincial, district, and village level, as well as civil society organizations. Therefore, the contextualization process should involve a whole-of-government and whole-of-society approach, with gender responsive considerations embedded.
As a complementary tool to the training materials, IOM also intends to produce accompanying practical guidelines for government stakeholders to incorporate migration into their local planning and programming.
Contextualizing capacity development modules and developing practical guidelines on migration governance and management in Indonesia based on IOM’s institutional tools (Joint-Migration and Development Initiative and Essentials of Migration Management).
The consultant will be responsible to conduct the following assignment:
The total duration for this assignment is 3 months.
The quality, targeted and detailed of the work performed as established in above as well as compliance with agreed delivery dates.
Under the direct supervision of National Project Officer for Labour Mobility and Human Development (LMHD), the consultant will be responsible to support the implementation of the project in contextualizing the Joint Migration and Development Initiative (JMDI) and Essentials of Migration Management (EMM) modules, learning materials, and instructors guide, and practical guidelines, which expected to already include gender-responsive aspects, practical, and participatory approach, in which policy makers and implements could directly apply the taught knowledge and information into their roles and responsibilities.
The Consultant is expected to be based in Jakarta, Indonesia.
The proposed consultant(s) should have following competence.
Language: Fluency in English, both oral and written. Fluency in Bahasa Indonesia is an advantage.
The consultant will need to submit technical and financial proposal in ENGLISH.
Each submission must include the following:
Consultants should not assign, transfer, pledge, sub-contract or make other disposition of the consultancy contract or any part thereof, or of any of the Consultant’s rights, claims or obligations under the consultancy contract except with the prior written consent of the Organization, in conjunction with HRM (Human Resources Management). Therefore, only in limited circumstances, when approved in advance.
The technical proposals of Individual consultant shall be evaluated based on the following criteria and sub-criteria:
