The success candidate will be offered Consultancy Contract. Applications from qualified female candidates are encouraged.
IOM is currently implementing “Addressing Rohingya Refugees and Other Migrant Protection Risks due to COVID-19 and Maritime and Land Movements in Indonesia, Malaysia and Thailand” project with the funding from European Civil Protection and Humanitarian Aid Operations (ECHO). The project aims to increase the coordination for the response and preparedness amongst international and national stakeholders in Indonesia, Malaysia and Thailand in addressing several issues pertaining to the regional dimensions of the Rohingya refugee crisis, maritime and land movements and COVID-19 challenges.
Marking the end of 2021, a boat carrying 105 Rohingya refugees was brought ashore after an 18-hours dramatic rescue by the Indonesian Navy amid high tide and stormy seas. Mostly women and children, the group has been at sea for nearly a month. This is the fourth Rohingya boat arrival in Indonesia in two years. Considering the composition of the arrivals consisting mostly of female and children, IOM and partners continue to assess specific protection issues and concerns among the group, especially for the vulnerable cases, including unaccompanied children, single mothers, pregnant women, single women, survivors of gender-based violence (GBV). There are also significant protection concerns around trafficking in persons, especially of children.
Responding to the situation, IOM is seeking for an Information, Education, and Communication (IEC) Material Development Specialist to develop IEC materials for Rohingya refugees, with focus on trafficking in persons (TIP).
To develop IEC materials for Rohingya refugees, with focus on TIP. Thus, the National Consultant will design and conduct the entire process of developing relevant IEC material in consultation with the concerned project team, government counterpart and refugees’ community.
Under the overall guidance of the Deputy Chief of Mission and the direct supervision of the National Media and Communications Officer, the consultant will undertake the following tasks:

The quality, targeted and detailed of the work performed as established in above as well as compliance with agreed delivery dates.
The Consultant will work under the direct supervision of the National Media and Communications Officer. As work progresses on the consultancy, the Consultant will share expected delivery results for the Deputy Chief of Mission’s review. The Deputy Chief of Mission will ensure to provide timely comments to the consultant’s work.
IOM Indonesia will assist the Consultant in:
The Consultant is expected to be home-based with travel to Lhokseumawe, Aceh (if condition permits).
The proposed consultant(s) should have following competence.
Language: Fluency in English, both oral and written. Fluency in Bahasa Indonesia is an advantage.
The consultant will need to submit technical and financial proposal in ENGLISH.
Each submission must include the following:
Consultants should not assign, transfer, pledge, sub-contract or make other disposition of the consultancy contract or any part thereof, or of any of the Consultant’s rights, claims or obligations under the consultancy contract except with the prior written consent of the Organization, in conjunction with HRM (Human Resources Management). Therefore, only in limited circumstances, when approved in advance.
The technical proposals of Individual consultant shall be evaluated based on the following criteria and sub-criteria:
i. Specific experience of the Consultant relevant to the assignment: Points

ii. Adequacy of the proposed methodology and work plan in
response to the Vacancy Notice Points

Only candidate whose proposal having minimum score of technical proposal 25 (point (i) and (ii)) will be invited to present & clarify the proposal in an interview.
