Position Title : Consultant for Best Practices Documentation on Indonesian Migrant Workers’ Children Left Behind

External candidates will be considered for this vacancy. This is a request for Curricula / Consultant for Best Practices Documentation on Migrant Workers’ Children Left Behind. The success candidate will be offered Consultancy Contract. Applications from qualified female candidates are encouraged.
The consultancy will contribute to the implementation of IOM Indonesia’s project, titled “Empowering Migrant Worker Households and Strengthening Capacities at Points of Entry in Indonesia.” Under the project, IOM is supporting for the protection of Indonesian migrant workers and their households including those vulnerable children who are left behind.
The project will support the inclusion of Indonesian migrant workers in ensuring the care and protection of children left behind amidst and beyond the COVID-19 pandemic through documenting best practices, capturing lessons learned and evidence compilation, also drawing recommendations to ensure appropriate formulation of program objectives and implementation strategy. The documentation will include change stories, human interest, and empowerment and transformative experiences that children left behind faced due to the parental migration.
The documentation will then seek to address information gaps and challenges migrants’ worker children left behind are facing in accessing their rights and dealing with various issues, including stigmatization or discrimination. The document will include significant additions on the COVID-19 prevention and mitigation measures and other materials related to the safety, health, education, safe migration as well as community parenting for migrant workers children left behind. The document will further serve to identify the varying local initiatives of migrant workers empowerment programs and community-based parenting for possible scale up in the future.
In documenting the best practices, the consultant will conduct brief assessment and field visit to the targeted areas to solicit information and collect evidence-based stories. In doing so, the consultant will meet with program beneficiaries, implementers, practitioners, government and non-government actors and other stakeholders relevant to the issue. The document will then be used as a basis to produce information, communication, and advocacy materials on the issue, such as short documentary video as complementary learning courses to the training module on the issue of migrant workers’ children left behind.
The best practices document is also expected to be useful for generating pilot initiatives to develop the capacities of national and local government stakeholders, civil society organizations, and community members to the fulfillment of care and protection for migrant workers’ children. Given the COVID-19 pandemic, the document is also expected to reflect initiatives that could help overcoming the socio-economic impacts of COVID-19 pandemic faced by Indonesian migrant workers and their households, as well as to better prepare them for any future shocks.
The document is expected to be produced in attractive and succinct manner, yet rich with stories and highlights that are reader-friendly and easy to digest.
To produce documentation of best practices and materials on the care and protection of Indonesian Migrant Workers’ Children Left Behind during COVID-19 situation.
The consultant will be responsible to conduct the following assignment:
The total duration for this assignment is 2 months.
The quality, targeted and detailed of the work performed as established in above as well as compliance with agreed delivery dates.
Under the direct supervision of National Project Officer for Labour Mobility and Human Development (LMHD), the consultant will be responsible to support the implementation of the project in documenting the process of developing best practices and lessons learned on the care and protection of migrant workers children left behind which expected to already include child perspective, gender-responsive aspects and inclusive planning and participatory approach.
The Consultant is expected to be based in Jakarta, Indonesia.
The proposed consultant(s) should have following competence.
Language: Fluency in English, both oral and written. Fluency in Bahasa Indonesia is an advantage.
The consultant will need to submit technical and financial proposal in ENGLISH.
Each submission must include the following:
Consultants should not assign, transfer, pledge, sub-contract or make other disposition of the consultancy contract or any part thereof, or of any of the Consultant’s rights, claims or obligations under the consultancy contract except with the prior written consent of the Organization, in conjunction with HRM. Therefore, only in limited circumstances, when approved in advance.
The technical proposals of Individual consultant shall be evaluated based on the following criteria and sub-criteria:
