Context:
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking/Labour Mobility and Human Development (CT/LMHD), Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migrant Assistance, Migration Health, and Resettlement and Voluntary Returns.
IOM Indonesia aims to improve the quality of care for refugees and asylum seekers referred to IOM by the Government of Indonesia according to applicable international humanitarian and human rights standards. IOM also contributes to the increased protection of vulnerable subgroups of displaced persons, such as unaccompanied migrant children (UMCs), victims of sexual and gender based violence, pregnant women, and the elderly, among others, through the establishment of referral mechanisms involving the active participation of specialized state and non-state service providers. Under the direct supervision of Head of Field Office, Programme Assistant III (Refugee Care) is responsible to provide care and support for refugees in community accommodation, as well as in organizing and participating in movements to and from community accommodations managed by the IOM Pekanbaru office.
Responsibilities and Accountabilities
Maintain necessary relationships with local government, local representatives of national government, community leaders, Imigrasi and Police to assist in the delivery of projects partnered with these agencies;
Provide comprehensive monthly reports on operational activities and related issues; provide advice to the Senior Programme assistant/Head of field office and RCA Programme Coordinator (Western Region) on operational and strategic issues in the area;
Assist in coordinating the care and maintenance of refugees under IOM care in his/her area of responsibility and in strict compliance with IOM Operational Guidelines; monitor refugee activities and verify that all basic services are provided to refugees in a timely and efficient manner. Basic services to be provided to refugees include acceptable accommodation facilities and a monthly cash allowance. Coordinate with the Medical and Psychosocial Support teams to ensure that all refugees are provided adequate and appropriate medical services, including psychosocial counselling;
Visit refugees at the community accommodation in Pekanbaru and undertake activities as indicated in the visit activity/work plan prepared in coordination with supervisor;
Prepare and submit site-visit reports to the Senior programme assistant/Head of field office and the RCA Programme Coordinator;
Maintain respectable working relations and monitor contracts with the respective local service providers/partners and community accommodation vendors/managers;
Review and ensure that payments for service providers and local authorities are correct and necessary;
Coordinate with relevant IOM offices to staff the domestic refugee movements and provide assistance as required; ensure that specific duties as escort are carried out efficiently and effectively in close coordination with Pekanbaru and Jakarta Operations;
Coordinate with IOM Pekanbaru to assist handling resettlement and AVRR movements; ensure accurate and update refugees statistics and that all relevant staff are informed of any change in refugees status;
Provide assistance to the senior programme assistant/Head of field office and the Head of Sub-office/RCA Programme Coordinator in managing all aspects of the RCA programme in Pekanbaru, with a focus on operational activities and direct supervision of operation staff in his/her area responsibility. Ensure that all Operations staff members in his/her area perform their tasks in line with IOM regulation and guidelines;
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- University degree from an accredited university in Management, Economics, Political Science, Social Science or Business and or Counselling with 4 (four) years of relevant work experience, or
- Completed High School degree with six years of relevant work experience.
Experience
- At least six years of experience in dealing with migrants, direct beneficiaries and/or trainings;
- Experience working with refugees/asylum seekers, livelihood projects or community development projects (at least 2 yeast of experience of those being with IOM);
- At least 2 yeast of experience in managing a small team.
Skills
- Costumer service oriented;
- Excellent coordination and communication skills;
- Strong liaison and networking skills with state and non-state actors;
- Ability to identify needs and proven ability to implement programmes;
- Ability to establish priorities and undertake assigned tasks with minimum supervision and maintain composure under pressure;

Languages
Fluency in English and Bahasa Indonesia, both written and spoken.
