  • Background
  •  

    Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities.  IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking/Labour Mobility and Human Development (CT/LMHD), Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migrant Assistance, Migration Health, and Resettlement and Voluntary Returns.

     

    Return migration was a significant trend in many countries around the world during the COVID-19 pandemic, as migrants lost their jobs and restrictions on mobility made migration more challenging and, often, dangerous.  In 2020 alone, 180,000 Indonesian migrant workers returned home to their communities of origin.  With the support of the 1st Round of Seed Funding, IOM and UNDP deployed a wide-ranging study to identify the needs, capacity, and support mechanisms in the villages of origin of migrant workers as a means to identify opportunities for the enhanced inclusion of migrant worker households into existing COVID-19 recovery, and sustainable development programming.  The study included a quantitative survey covering 1,082 villages across 8 provinces, and an in-depth qualitative review with government and non-government actors at the villages, sub-national, and national level, and migrant worker groups. The study and policy recommendations were released jointly with the Minister of Villages alongside a broad range of key government partners in April 2021.  The study provided valuable gender-sensitive evidence and insights, including within the Government-led planning for its National Action Plan for the Implementation of the Global Compact for Migration (GCM NAP), which is centering on efforts to better protect and empower migrant worker households, among the other 23 GCM objectives.  It also highlighted the vulnerabilities of Indonesian migrant worker community amidst the prolonged and worsening pandemic conditions in 2021 in Indonesia; and as such, has contributed to the UNCT’s Humanitarian Response Plan 2021, with IOM, UNDP, and other agencies supporting robust actions to ensure vulnerable migrant worker households are not left behind.

     

    As the study from the 1st Round provided several findings and recommendations, this focus of the joint proposal for the 2nd Round will center in on the revelation that migration is yet to be meaningfully included in village planning and regulation as part of sustainable development planning.  An overwhelming majority of surveyed villages fail to include migration considerations in their village medium-term development plans or village regulations in part because village governments do not fully appreciate their fundamental role in migration governance and are unaware of wider national migration policies and issues.

     

  • Nature of the consultancy & IOM Project to which the Consultancy is contributing
  •  

    Under the direct supervision of Deputy Chief of Mission, the consultant will be responsible to support for the implementation of project piloting village-level action to enhance protection & empowerment of Indonesian migrant worker households amid the pandemic and to contribute to Government of Indonesia’s (GOI) recovery efforts in addressing the socio-economic impacts of COVID-19 on returned migrant workers and migrant worker households.

     

  • Task to be performed under this contract
  • The consultant will be responsible to conduct the following assignment:

     

  • Act as the main project coordinator to ensure smooth implementation of all activities, which will include but not limited to coordination of activities and events to ensure the project delivery, such as arranging meeting/workshops/focus group discussions and facilitating IOM and UNDP to conduct related study/analysis
  • Establish effective coordination and reporting mechanisms with both IOM and UNDP, which will include but not limited to implementation and monitoring of project performance, and the preparation of high quality, timely, and results oriented reports
  • Support IOM and UNDP in providing strategic inputs for the implementation, monitoring, evaluation and learning of project
  • Support with communication with government and non-state actors at village, subnational and national level – in particular: village heads, village government, community leaders and migrant worker groups
  • Support IOM and UNDP in producing and disseminating lessons learned and best practices, which will include but not limited to assisting in knowledge generation and knowledge sharing based on project experiences, and when appropriate, make contributions to knowledge networks and communities of practice
  • Coordinate the translation of core modules of Joint Migration and Development Initiative (JMDI) Toolkit
  • Organize and develop the methodology, using among others the SIP approach, for a one or two field level workshops to level up knowledge, understanding, and awareness of practical and appropriate measures that may be taken according to individual villages’ context to integrate migrant protection and empowerment initiatives into village planning and regulations in manners that are rights-based, gender- and child-sensitive.
  • Lead the village consultations- collect inputs and produce relevant recommendations, to be annexed to the JMDI toolkit
  • Support with the development of a video on successful village leadership in empowering migrant workers, leveraging virtuous migration and development actions at the community level, and promoting safe, orderly, and regular migration.
  • Produce final project report using the IOM template.

  • Qualifications or Specialized Knowledge/experiences required:

    The proposed consultant(s) should have following competence.

     

    • Minimal Master Degree in political science, development.
    • Minimal 8 years of experience in rural development; experience in facilitating village planning processes would be an advantage.
    • Experience in working with village government and/or subnational government.
    • Experience in organizing meetings/workshops/focus groups discussions.
    • Experience in working with relevant governmental and non-governmental institutions.
    • Excellent presentation, oral and written communication skills.
    • Strong research and excellent writing skills in English.
    • Excellent organizational skills; ability to meet deadlines and work under pressure.
    • Strong interpersonal skills, able to communicate and work with diverse people.

     

    Language: Fluency in English, both oral and written. Fluency in Bahasa Indonesia is an advantage.

    International Organization for Migration


    Established in 1951, the International Organization for Migration (IOM) - UN Migration - is the leading inter-governmental organization dedicated to promoting human and orderly migration for the benefit of all. It does so by advancing the understanding of migration issues, assisting governments in meeting the challenges of migration, encouraging social and economic development through migration, and upholding the dignity and well-being of migrants, their families and their communities.

    With 172 member states, a further 8 states holding observer status and offices in over 100 countries, IOM also works to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. The IOM Constitution recognizes the link between migration and economic, social and cultural development, as well as to the right of freedom of movement.
    In Indonesia, IOM operations date back to 1979 with the processing of Vietnamese boat people arriving in Tanjung Pinang port, Riau Islands. Since, IOM’s activities have expanded both in terms of geographic reach and target population.

    Today, IOM Indonesia is one of the largest IOM missions in the world, with staff members located across the country and working on a wide range of activities in partnership with the Government of Indonesia, civil society, and the donor community. IOM Indonesia works in several broad areas of migration management:
