Context:
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking/Labour Mobility and Human Development (CT/LMHD), Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migrant Assistance, Migration Health, and Resettlement and Voluntary Returns.
IOM Indonesia aims to improve the quality of care for refugees and asylum seekers referred to IOM by the Government of Indonesia according to applicable international humanitarian and human rights standards. IOM also contributes to the increased protection of vulnerable subgroups of displaced persons, such as unaccompanied migrant children (UMCs), victims of sexual and gender based violence, pregnant women, and the elderly, among others, through the establishment of referral mechanisms involving the active participation of specialized state and non-state service providers.
Under the direct supervision of Programme Assistant III (Operations), and the overall supervision of the National Programme Officer, incumbent of the position will be responsible for assisting the movements and the interceptions in the project sites and other relevant project activities.
Responsibilities and Accountabilities
Maintain good relationships with local government, Immigrations, Police, local representatives and community leaders to coordinate the delivery of project activities in the area of responsibility and inform the Head of Office of any issue of concern that may arise;
Identify accommodations for Refugees under IOM care that can provide sufficient services at reasonable rates. Coordinate with accommodation owners and relevant staffs to ensure that accommodation for Refugees are within the agreed standard;
Monitor Refugees activities and ensure presence in Refugees communities through regular visits to accommodations and community housing areas to collect information on the conditions faced by Refugees including the availability of humanitarian assistance; verify all basic services (accommodation facilities, food, basic personal supplies and toiletries, water and sanitation, health, education, security and medical assistance including psycho-social counselling) are provided in timely and effective manner;
Coordinate with the relevant unit; i.e. Health Care and MHPSS Unit to ensure that all Refugees are provided with adequate and appropriate medical services including psychosocial counseling. When required, assist the MHPSS Unit in the implementation of tailored psychosocial program activities for the Refugees including Community Out-REACH programs;
Coordinate with the colleagues and all related stakeholders on Joint-Community Monitoring in the accommodations and community housing as well as socialization activities;
Contribute in preparation of Integrated Workplan and prepare activity reports for joint activity in accommodations and community housings;
Coordinate the movement activities including provision of transportation among others; ensure all the Local Movement or International Movement for the Refugees are arranged properly in close coordination with IOM Jakarta;
Assist the intercepted or self-report when required and provide counseling to the Refugees on their option to continue stay in Indonesia or Voluntary Return to their country of origin (AVR). Liaise with IOM Jakarta and UNHCR to facilitate the Assisted Voluntary Return process;
Update and synchronize Statistics and RAMS data and provide monthly statistics and formatted reports;
Provide ad-hoc support to local authorities in areas related to identification and handling Refugees;
In coordination with the Logistics/Procurement Assistant, identify a range of Service Providers in the AoR which may be required for future services;
In coordination with Administrative/Finance Assistant, monitor the operational expenses and ensure IOM expenditure is based on IOM regulations;
Perform other duties as may be assigned
Required Qualifications and Experience
Education
- University Degree in Psychology, Social Science, Counselling, Management, Economic, Engineering or other related field from an accredited academic institution, with 3 (three) years of relevant work experience in any of these fields, or;
- Completed High School degree with six years of relevant work experience.
Experience
- Indonesian National with good knowledge of, and experience in project implementation and operational.
- Experience in provision of community-based training activities
- Knowledge in assisting emergency operations activities
- At least five years of experience in any of these fields, particularly in dealing with migrants, interpreting and
Skills
- Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations
- Excellent understanding and application of ethical practices within the disciplines and a good understanding of rights-based approaches.
- Good written and spoken communications skills
- Good interpersonal skills, high loyalty, ability to work in a multi-cultural environment and good working in team
- Proficient in computer applications: Ms-Office
Languages
Fluency in English and Bahasa Indonesia, both written and spoken.
