For the purpose of this vacancy, the following internal candidates who meet the eligibility criteria are considered as first-tier candidates:
- Internal candidates on regular or fixed-term contracts should meet the minimum time in post requirement of eighteen months or more at the time of the closing of the SVN
- The minimum time in post requirement is six months for such internal candidates who are incumbents of a position being advertised or confirmed for discontinuation.
- Internal candidates on short-term contracts should meet the minimum time in post requirement of six months or more at the time of the closing of the SVN.
- Internal candidates selected through a SVN will keep their OYFT or TYFT contract and the duration of the contract will be aligned to the duration of the project and IOM policy, if the advertised position is in the same category as their current position, or will receive an SST graded contract if the position is in a different category

Context:
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking/Labour Mobility and Human Development (CT/LMHD), Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migrant Assistance, Migration Health, and Resettlement and Voluntary Returns.
IOM’s DCR programme include in preparedness and prevention as well as in emergency response. For that IOM works alongside and contributes to strengthening the capacity of government partners and local and international counterpart including support to the national and local cluster system particularly the National Cluster on Displacement and Protection (Klasnas PP) including in supporting the Camp Coordination and Camp Management (CCCM) cluster where globally, IOM is one of the lead agencies. Under the supervision of the Programme Manager/Coordinator of the DCR unit, the Project Assistant-III will contribute towards IOM’s assistance to the Government of Indonesia’s efforts to mitigate COVID-19 outbreak and integrate COVID-19 measures and in disasters management and response, including through supporting effective, coordinated, multisectoral responses of the National Cluster for Displacement and Protection.
Responsibilities and Accountabilities
Under the supervision of DCR Programme Coordinator, ensure that all components of the assigned projects are implemented in line with the approved proposals, project action plans and log-frames;
In coordination with DCR Programme Coordinator, develop work plan and day-to-day project implementation activities at national and sub-national level, as required;
Work closely with government, non-government, and international partners to assist in the coordination and implementation of the Displacement and Protection Cluster activities at national and sub-national levels in response to the COVID-19 pandemic;
Maintain close coordination with other UN partners, IFRC/PMI, national and sub-national agencies on disaster management or pandemic related responses.
Assist in organizing and participate in coordination meetings, workshops, trainings, and events with the cluster on displacement and protection at national/sub-national level, Ministry of Social Affairs, BNPB and other stakeholders at national and sub-national level in line with project activities, timeframes and expected results;
Facilitate coordination with government and non-government service providers to prevent and support quality case management to address GBV and other protection concerns
Assist in monitoring work of implementing partners/ service providers and report non-compliances to the supervisor.
Prepare narrative report on progress of activities and updated data including any delay to the DCR Programme Coordinator on regular basis;
Contribute to the program monitoring of performance indicators and regular reporting systems by preparing data analysis, summary sheets, reports and other form of monitoring tools in accordance to program needs.
Provide timely inputs to Programme Manager in the development and dissemination of lessons learned and best practices of the project;
Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
Perform other duties as may be assigned.
Required Qualifications and Experience
Education
- University degree from an accredited university in Political or Social Sciences, International Relations, International Law or a related field from an accredited academic institution with four years of relevant work experience, or
- Completed High School degree with six years of relevant work experience.
Experience
- Experience in disaster management, social science, or alternatively, combination of related education and professional experience.
- Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis; and,
- Experience supervising the development and implementation of administrative control procedures.
Skills
- Good understanding of national and sub-national DRR systems, frameworks and regulations.
- Strong coordination and facilitation skills.
- Previous and relevant experience working with community mobilization participatory approach and/or monitoring evaluation activities.
- Ability to prepare quick and concise reports.
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Languages
Fluency in English and Bahasa Indonesia, both written and spoken.
