Context:

 

Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities.  IOM Indonesia is engaged in several thematic areas, including: Counter Trafficking and Labour Migration (CT/LM), Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migrant Assistance, Migration Health, and Resettlement and Voluntary Returns.

 

IOM Indonesia aims to improve the quality of care for refugees and asylum seekers referred to IOM by the Government of Indonesia according to applicable international humanitarian and human rights standards. IOM also contributes to the increased protection of vulnerable subgroups of displaced persons, such as unaccompanied migrant children (UMCs), victims of sexual and gender based violence, pregnant women, and the elderly, among others, through the establishment of referral mechanisms involving the active participation of specialized state and non-state service providers. Under the direct supervision of IOM Chief of Mission, Indonesia, in close coordination with the IOM Senior Migration Health Advisor (SMHA) and partner UN Agency COVID-19 focal points, the incumbent shall provide technical and coordination assistance to the UN COVID-19 Coordinator on all medical related matters, including but not limited to monitoring homecare, assisting in referral to hospitals and higher level patient care, finding beds in designated hospitals and providing technical advice and preparations for the established international medevac process of UN staff and eligible dependents affected by COVID-19 disease. The incumbent shall also coordinate on technical matters with the relevant hospitals and clinics, in Jakarta and other cities, as well as with UN examining physicians and local treating physicians on COVID-19 related case management of UN Staff and their dependents.

 

Responsibilities and Accountabilities

 

  • Working closely with the UN COVID-19 Coordinator, provide clinical advice, assessments and expertise to COVID-19 health management needs of UN staff members and Agencies, including hospitalizations, confirmed COVID-19 cases in home care and self-isolation, and situations requiring Medevac.
  • Establish a mechanism and referral system for identifying bed space for affected UN staff in need of hospitalization and/or higher care medical services.
  • Establish a coordination and reporting mechanism with UN Agency focal points for rapid information exchange on patients’ conditions, particularly with a view to identifying the need for UN medevac support, and taking into consideration all aspects of privacy and measures to ensure confidentiality.
  • Provide clinical support and case management to affected UN staff members and eligible dependents with specified vulnerabilities and/or serious illness especially in relation to testing and treatment for COVID-19 infections.
  • Establish systems and procedures to ensure proper home-care services, including a telemedicine facility, oxygen supply and obtaining third party health care services to UN patients; advise UN agencies on the provision of necessary support and provisions for staff under home care and/or self-isolation including medical supply kits, Portable Oxygen Concentrators (POC) and other necessary medicines.
  • Having in mind the UN COVID-19 Medical Evacuation Framework and standards of care, continuously monitor quality of services and performance of related hospitals and clinics to ensure appropriate and available standards of care are provided to UN staff and eligible dependents.
  • Establish contact with designated hospital focal points to regularly monitor the condition of UN patients during hospital stays and, on a case-by-case basis, maintain contact with designated treating doctors in order to monitor the condition of patients with serious illness, and to establish indicators for domestic or international Medevac. This shall also facilitate the timely preparation of medical records and documents required for Medevac.
  • Prepare good quality communication and information material on COVID-19 for dissemination with UN agencies; respond to the queries of affected staff and UN agency management on the clinical and procedural aspects of COVID-19 related issues.
  • Monitor and disseminate as needed the relevant technical and procedural updates of the Ministry of Health, WHO and other relevant authorities, especially in relation to guidance affecting patient care and medevac processes.
  • Ensure accurate and timely flow of information, data collection and reporting, particularly on the current situation of active UN cases and hospitalized patients.
  • As needed, establish and maintain electronic medical filing system of UN patients with due diligence to maintain confidentiality.
  • Perform other duties as may be assigned.

    Required Qualifications and Experience

     

    Education

     

    • Masters Degree in Medicine/public/community health from an accredited academic institution acknowledged by UNESCO with minimum seven years of relevant professional experience, or:
    • University degree in the above fields with minimum ten years of current professional experience in General Practice and/or Family Medicine;
    • Current certification as a Physician in Indonesia.

     

    Experience

     

    • Nationally licensed medical practitioner with detailed knowledge of the Indonesian healthcare and referral system;
    • Current clinical practice and experience, with excellent networking skills to address the full range of pandemic-related health management needs.
    • Experience in coordination and outreach to the network of health service facilities and medical practitioners in Indonesia.

     

    Languages

    Fluency in English and Bahasa Indonesia is required, both written and spoken.
