For the purpose of this vacancy, the following internal candidates who meet the eligibility criteria are considered as first-tier candidates:
- Internal candidates on regular or fixed-term contracts should meet the minimum time in post requirement of eighteen months or more at the time of the closing of the SVN
- The minimum time in post requirement is six months for such internal candidates who are incumbents of a position being advertised or confirmed for discontinuation.
- Internal candidates on short-term contracts should meet the minimum time in post requirement of six months or more at the time of the closing of the SVN.
- Internal candidates selected through a SVN will keep their OYFT or TYFT contract and the duration of the contract will be aligned to the duration of the project and IOM policy, if the advertised position is in the same category as their current position, or will receive an SST graded contract if the position is in a different category
In addition, all applicants should meet eligibility requirements for languages, education and work experience requirements stipulated in the SVN.
Context:
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter Trafficking and Labour Migration (CT/LM), Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migrant Assistance, Migration Health, and Resettlement and Voluntary Returns.
IOM’s DCR programme include in preparedness and prevention as well as in emergency response. For that IOM works alongside and contributes to strengthening the capacity of government partners and local and international counterpart including support to the national and local cluster system particularly the National Cluster on Displacement and Protection (Klasnas PP) including in supporting the Camp Coordination and Camp Management (CCCM) cluster where globally, IOM is one of the lead agencies.
Under the direct supervision of Programme Coordinator and the overall supervision of the Chief of Mission, the successful candidate will be responsible for financial expenditure tracking, budgetary forecasts, financial reporting, and administrative support of the “Critical COVID-19 Responses For Migrants And Refugees In Indonesia” project.
Responsibilities and Accountabilities
In close coordination and collaboration with Project Assistant (Coordination), maintain good relationships with local government, Immigrations, Police, local representatives and community leaders to coordinate the delivery of project activities in the area of responsibility and inform the supervisor of any issue of concern that may arise.
Monitor Rohingya refugees activities and ensure presence in Lhokseumawe through regular visits to holding facility to collect information on the conditions faced by refugees including the availability of humanitarian assistance; verify all basic services (accommodation facilities, food, basic personal supplies and toiletries, water and sanitation, health, education, security and medical assistance including psycho-social counselling) are provided in timely and effective manner.
Coordinate with the relevant unit; i.e. Health Care and MHPSS Unit to ensure that all refugees are provided with adequate and appropriate medical services including psychosocial counselling. When required, assist the MHPSS Unit in the implementation of tailored psychosocial program activities for the refugees including Community Out-REACH programs.
Coordinate with the colleagues and all related stakeholders on Joint-Community Monitoring in the holding facility as well as socialization activities.
Contribute to the program monitoring of performance indicators and regular reporting systems by preparing data analysis, summary sheets and reports in accordance to program needs.
Coordinate the movement activities including provision of transportation among others; Ensure all the local movement for the refugees are arranged properly in close coordination with RMM Unit IOM Jakarta.
Update and synchronize refugees population data and provide monthly statistics and formatted reports.
Provide ad-hoc support to local authorities in areas related to identification and handling irregular migrants/refuges.
In coordination with the Logistics/Procurement Assistant, identify a range of Service Providers in the project area which may be required for future services.
In coordination with Administrative/Finance Assistant, monitor the operational expenses and ensure IOM expenditure is based on IOM regulations.
Contribute in preparation of Integrated Workplan for joint activity and prepare activity reports.
In close coordination with Project Assistant (Coordination) provide regular and ad-hoc activity report to the Head of Field Office and the Emergency Coordinator.
Other duties as may be assigned.
Required Qualifications and Experience
Education
- University degree in the relevant field of expertise (Psychology, Social Science, Counselling, Management, Economic or any Social Science) with 3 (three) years of relevant working experience, or;
- Completed High School degree with at least 5 (five) years in relevant work experience.
Experience
- Indonesian national with good knowledge of, and experience in project administration implementation and operational;
- Experience in provision of community based training activities
- Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations;
Skills
- Knowledge in assisting emergency operations activities;
- Excellent understanding and application of ethical practices within the disciplines and a good understanding of rights-based approaches.
- Good written and spoken communication skills.
- Good interpersonal skills, high loyalty, ability to work in a multi-cultural environment and good working in team.
- Proficient in computer applications: Ms-Office.
- Willingness to travel.
Languages
Fluency in English and Bahasa Indonesia, both written and spoken.
