  • Internal candidates on regular or fixed-term contracts should meet the minimum time in post requirement of eighteen months or more at the time of the closing of the SVN
  • The minimum time in post requirement is six months for such internal candidates who are incumbents of a position being advertised or confirmed for discontinuation.
  • Internal candidates on short-term contracts should meet the minimum time in post requirement of six months or more at the time of the closing of the SVN.
  • Internal candidates selected through a SVN will keep their OYFT or TYFT contract and the duration of the contract will be aligned to the duration of the project and IOM policy, if the advertised position is in the same category as their current position, or will receive an SST graded contract if the position is in a different category

Context:

 

Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities.  IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking/Labour Mobility and Human Development (CT/LMHD), Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migrant Assistance, Migration Health, and Resettlement and Voluntary Returns.

 

The Counter-Trafficking/Labour Mobility and Human Development (CT/LMHD) Programme works alongside and contributes to the strengthened capacities of government partners at the national and sub-national level, civil society organizations, international organizations, and the private sector to enhance measures to combat human trafficking. Under the direct supervision of Programme Coordinator/Programme Manager and the overall supervision of the Chief of mission, the National Project Officer will be responsible to coordinate and monitor the implementation of all project activities under IOM Indonesia’s Labour Migration and Human Development programmes, including under the ‘Empowering Migrant Worker Households and Strengthening Capacities at Points of Entry in Indonesia’ project.

 

Responsibilities and Accountabilities

 

  • Provide support and assistance to NPC in monitoring and overseeing the day to day budgetary and financial function of IOM-JAIF project in accordance with IOM’s rules, regulation and procedures.
  • Monitor, coordinate and follow up all aspect operational and administrative activities as well as to ensure IOM administrative procedures are followed
  • In collaboration with the institutional expert appointed by Working Group Team, prepare the concept note for the workshops conducted within the proposed project framework and coordinate the implementation of the workshop. This may include the identification of targeted participants, speakers, determination of the objectives of the workshop, and drafting of tentative agenda. As well as
  • Maintain relationship and good communication and coordination with the institutions involved in the workshops such as: BNSP, ASEAN Secretariat, Ministry of Manpower, among others.
  • Coordinate the project implementation activities, this includes ensuring all activities are in line with the project document, recruitment of key personnel of project team, including international consultants/experts, identify and provide input on risks and provide recommendations for risk mitigation measures as required, participate in all meetings organized within the project framework as well as oversee the effectiveness and efficiency the use of fund and project resources.
  • Provide technical inputs to participating governments in the process of pilot project (if required)
  • Prepare and submit project reports required by proponent, donor, and ASEAN
  • Prepare and submit concept note of future potential project in conjunction of the implementation of the guiding principles as well as for project opportunities for future cooperation between IOM and BNSP with support from potential donor.
  • Provide guidance and supervision to the project staff; conduct performance appraisal of the staff using the IOM Staff Evaluation System (SES); and actively identify and promote training needs of the staff
  • Perform any other duties as may be assigned.

    Required Qualifications and Experience

     

    Education

     

    • Master’s degree in Project Management, International Development, International Relations, Management, Social Sciences or a related field from an accredited academic institution
    • University degree in the above fields with minimum two years of relevant professional experience.

     

    Experience

     

    • Professional experience in project implementation, donor liaison, operations, administration, capacity building, monitoring and evaluation is an advantage.
    • Experience in working on labour migration context, including migrant workers empowerment programming, as well as beneficiary context;
    • Has experience in supervising staff and build the capacity of staff as well as coordinate administrative activities. Ability to successfully lead and coach individuals;
    • Experience in liaising with government authorities, national/international institutions, United Nations agencies and non-governmental organizations;
    • Experience in working with migrant workers, refugees, asylum seekers, internally displaced persons, victims of trafficking and other vulnerable groups; and,
    • Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.

     

    Skills

     

    • Indonesian National with good knowledge and understanding of the migration policies and issues, and migration related programming in Indonesia;
    • Strong liaison and networking skills with government agencies, donor, and INGOs/NGOs.
    • A high level of personal commitment, efficiency, flexibility, drive for results, respects for diversity, creative thinking.
    • Ability to establish priorities and undertake assigned tasks with minimum supervision and maintain composure under pressure. Ability to manage workload within general schedule of work, instructions and standard practices.
