For the purpose of this vacancy, the following internal candidates who meet the eligibility criteria are considered as first-tier candidates:
- Internal candidates on regular or fixed-term contracts should meet the minimum time in post requirement of eighteen months or more at the time of the closing of the SVN
- The minimum time in post requirement is six months for such internal candidates who are incumbents of a position being advertised or confirmed for discontinuation.
- Internal candidates on short-term contracts should meet the minimum time in post requirement of six months or more at the time of the closing of the SVN.
- Internal candidates selected through a SVN will keep their OYFT or TYFT contract and the duration of the contract will be aligned to the duration of the project and IOM policy, if the advertised position is in the same category as their current position, or will receive an SST graded contract if the position is in a different category

Context:
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking/Labour Mobility and Human Development (CT/LMHD), Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migrant Assistance, Migration Health, and Resettlement and Voluntary Returns.
The Programme Support Unit contributes to the wide-ranging work of the mission, primarily in the areas of programme development and partnerships, donor reporting, and communications. Under the direct supervision of the Programme Support Officer and the overall guidance of the Chief of Mission, the objective of the Programme Support Assistant is to support the mission in the effective implementation and expansion of its ongoing programmes as part of the Programme Support Unit.
Responsibilities and Accountabilities
Identify opportunities for expansion of IOM programmes in Indonesia in consultation with relevant project teams, government partners, and donors.
Draft project documents – such as grant proposals and budgets – in line with IOM’s and/or donor’s established project development standards and requirements, as well as liaise with the IOM Regional Office in Bangkok and other relevant IOM missions to obtain the internal endorsement of project documents.
Keep abreast of, compile, analyse, and present information on national, regional, and global migration trends and responses to migration management matters. Provide information on programme matters and on national current affairs that may have an impact on the work of IOM.
Prepare inputs to reports, briefing notes, situation reports, and other information and research materials.
Liaise with national and local government entities, implementing partners, donor agencies, relevant units and missions within IOM, UN agencies, and other stakeholders.
Provide technical review or drafting support for donor reports and coordinate with IOM Regional Office in Bangkok for report endorsement.
Assist in finalizing contractual arrangements with donors in coordination with Project Managers, Resource Management Unit, and IOM’s Legal Department.
Ensure all project documents (project narrative, budgets, donor contracts, reports, endorsement notifications, external correspondence) are complete and properly filled in IOM’s internal filing systems.
Participate in technical coordination platforms with central government entities, implementing partners, UN agencies, and other stakeholders for information sharing, strategy alignment, partnership development, and mainstreaming of migration-related aspects into the work of the coordination platforms, as needed.
Provide inputs to project managers and teams in the planning, implementation, and monitoring of project activities and results.
Undertake duty travel relating to project assessment, liaison with counterparts, monitoring and new project development, as required.
Perform and other duties as may be assigned.
Required Qualifications and Experience
Education
- University Degree in political science, social science, international relations, international development, migration studies, or law with a minimum of two years of professional experience in project development, implementation, reporting and evaluation, resource mobilization, and donor liaison, with at least 4 (four) years of relevant professional experience; or
- Completed High School Degree in the above fields with at least six years of relevant professional experience.
Experience
- Strong experience in project development, grant writing, and project implementation.
- Experience working with institutions such as the UN, governmental, or civil society organizations engaged in migration, international development, or humanitarian programming.
Skill
- Sound knowledge of international migration issues and approaches to migration management.
- Sound knowledge of Indonesia’s development agenda and governance structures.
- Sound knowledge of internationally applied monitoring and evaluation criteria and tools.
- Strong analytical skills.
- Strong written communication skills and ability to prepare clear and concise reports in English and Bahasa Indonesia.
Languages
Fluency in English and Bahasa Indonesia is required, both written and spoken.
