Nature of the consultancy & IOM Project to which the Consultancy is contributing
Established in 1951, International Organization for Migration is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing service and advice to governments and migrants.
The IOM is implementing a project titled: Ship to Shore Rights South East Asia (SEA), a multi-country project which aims to promote regular and safe labour migration among South East Asian countries, in particular in the fishing and seafood processing industry. The Ship to Shore Rights SEA project is funded by the European Union (EU) and implemented by the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Development Programme (UNDP).
Under the framework of this program, IOM is leading on delivery of a number of activities, including the development of Guidance on the Provision of Psychosocial Support for Male Victims. The Guidance aims to provide general principle in designing and implementing psychosocial support for male victims of trafficking during the social rehabilitation phase. This guidance will be used by frontline officer from Ministry of Social Affairs, Indonesian Migrant Workers Agency (BP2MI) and other relevant service providers including Non-Government Organization/Civil Society Organization who provide direct victim assistance. This will be developed in collaboration with the Directorate of Social Rehabilitation, Ministry of Social Affairs and under coordination of the National Anti-Trafficking Task Force (ATTF). The Guidance should uphold protection principle, as well as ensure the gender sensitivity perspective is mainstreamed throughout the guidance.
Task to be performed under this contract
The consultant will be responsible to conduct the following assignment:
Identify existing data sources related to the available psychosocial services for male victims of trafficking at the national level.
Develop an outline for the Guidance on the Provision of Psychosocial Support for Male Victims of Trafficking.
Develop Guidance on the Provision of Psychosocial Support for Male Victims of Trafficking, which cover basic principles in providing psychosocial support for male victim, including special consideration, how to develop the psychosocial programming for male victims, delivering the support, termination of the support and further referral as well as effective monitoring tools of the psychosocial support.
Present the draft Guidance to the MoSA, ATTF and representative of NGOs/CSOs or faith-based organization to obtain inputs and feedback on the draft of Guidance, incorporate all the feedback into final product of the guidance.
Tangible and measure output of the work assignment
With close coordination with IOM, the consultant will have the following deliverables (both in Bahasa Indonesia and English):
First month: Submission of the Inception Report with an overview of existing psychosocial support for male victims at the national level, and proposed outline of the Guidance on the Provision of Psychosocial Support for Male Victims of Trafficking which include writing methodology, sources, list of key questions for the data gathering purposes, as well as workplan on the development of the Guidance.
Second month: Submission of the first draft of the Guidance based on the inception report and field study.
Third month: Submission of the second draft of the Guidance based on the inputs from IOM, MOSA, and ATTF members
Fourth month: Present and facilitate validation meeting with relevant stakeholders at the national level.
Fifth month: Submission of the final draft of the Guidance based on the validation meeting results.
Realistic delivery dates and details as to how the work must be delivered
The total duration for this assignment is proposed 5 months.
Performance indicators for evaluation of results (value of services rendered in relation to their cost)
The quality, targeted and detailed of the work performed as established in above as well as compliance with agreed delivery dates.
Remuneration and Terms of Payment
The Consultant will receive an all-inclusive consultancy fee will be paid to the bank account indicated by the Consultant in the following instalments:
- The first instalment in the amount of 20% of the consultancy fee shall be paid upon signing off the contract.
- The second instalment in the amount of 30% of the consultancy fee shall be paid upon submission of the first draft of the guidance on the provision of psychosocial support for male victims of trafficking that has been endorsed by IOM.
- The third instalment in the amount of 30% of the total fee shall be paid upon submission of the second draft of the guidance on the provision of psychosocial support for male victims of trafficking.
- The final instalment in the amount of 20% of the total fee shall be paid upon submission and acceptance by IOM of the final version of the guidance on the provision of psychosocial support for male victims of trafficking.
Reporting Lines (Type of supervision that will be provided)
The Consultant will work under the direct supervision of the IOM Indonesia’s National Program Officers for CT/MPA Unit. As work progress, the Consultant will share expected delivery results with the NPO for her/his review. The IOM NPO will ensure to provide timely comments to the consultant’s work and address any Consultant’s request (i.e. additional information, government contacts, etc.)
IOM Indonesia will assist the Consultant in:
- Sharing any existing IOM materials relevant to the subject matter.
- Sharing any relevant contact of IOM counterparts
- Support in conducting coordination meeting and organizing a validation meeting with related stakeholders for the development of the guidance.
Consultant’s Workplace
The Consultant is expected to be based in Jakarta, Indonesia.
Required Documents
The consultant will need to submit technical and financial proposal in ENGLISH.

Consultant Profile: A brief summary of the consultant’ expert, including records on past experience in similar assignments and name of the references.
Technical Proposal with detailed methodology, process and useful techniques used in developing the guidance on the provision of psychosocial support for male victims of trafficking, as well as workplan.
- Sample of relevant previous work.
Activity plan proposal describing the activities and timeline during consultancy for development of a guidance on the provision of psychosocial support for male victims of trafficking.
Financial Proposal listing all costs associated with the assignment. In particular, the financial proposal should itemize the following:
Consultancy fees in local or USD currency per day;
Other relevant costs to the development process of the guidelines (Meetings, FGDs, etc)
Qualifications or Specialized Knowledge/experiences required:
The proposed consultant(s) should have following competence.
- At least Master’s degree in social science/psychology/law with 5 years of experiences or Bachelor’s in social science/psychology/law with specific experience in developing SOP/Guidelines and other related policy document for government and non-government partners. Experience in the development of information particularly in subject of trafficking in persons, involve in facilitating government initiative, and liaison with the government would be preferable.
- In-depth knowledge of psychosocial support for male victims of trafficking.
- Experience in working with relevant government and non-government institutions.
- Excellent time management skills and ability to produce outputs as per agreed deadlines.
- Excellent presentation, oral and written communication skills.
- Excellent drafting skills and good analytical.
- Any professional experiences in trafficking in persons and gender-based violence issue will be an advantage.
