Context:

 

Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities.  IOM Indonesia is engaged in several thematic areas, including: Counter Trafficking and Labour Migration (CT/LM), Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migrant Assistance, Migration Health, and Resettlement and Voluntary Returns.

 

IOM Indonesia aims to improve the quality of care for refugees and asylum seekers referred to IOM by the Government of Indonesia according to applicable international humanitarian and human rights standards. IOM also contributes to the increased protection of vulnerable subgroups of displaced persons, such as unaccompanied migrant children (UMCs), victims of sexual and gender based violence, pregnant women, and the elderly, among others, through the establishment of referral mechanisms involving the active participation of specialized state and non-state service providers. Under the general supervision of IOM Chief of Mission as the UN COVID-19 Coordinator Indonesia, in close coordination with other UN Agency COVID-19 focal points, the incumbent shall implement a wide range of stress management activities, through the implementation of the UNDSS strategic framework on critical incident stress prevention and management outlined in the policy on Management of Stress and Critical Incident Stress (MSCIS-2015) that encapsulates the United Nations Standard Operating Procedures on critical incident stress management. The primary responsibility of the UN in Indonesia Stress Counsellor will be to act as the focal point for Staff welfare during the Covid pandemic and provide appropriate referral to clinical counselling support, mental health and stress management services to UN system personnel in Indonesia, in order to improve the critical incident stress management response of the UN security management system. It is expected that the incumbent will work toward a positive impact on UN staff wellbeing and the safe provision of services to all    UN personnel and dependents in Indonesia.

 

Responsibilities and Accountabilities

 

  • Perform periodic psychological needs assessments and monitor the determinants of stress in UN Offices, and stress levels among UN staff in Indonesia;
  •  

  • On the basis of the needs identified, as well as in response to request from management and staff in Indonesia, to provide initial individual, group and family counselling sessions to staff in order to determine appropriate referral to available mental health professionals
  •  

  • Organize stress prevention and stress management program in the level of individual (personal and professional) and group (personal and professional), through provision of counselling, training (psychological first aid, etc), wellbeing activities, self-help skill, and social support sessions on stress management and stress related issues for UN staff;
  •  

  • Organize peer helper training workshops for selected UN staff co-jointly with UNDSS CISMU in order to support the mental health and well-bring of staff;
  •  

  • Organize critical incident preparation, mitigation and management including preparing UN personnel for a possible critical incident in the workplace setting, conducting critical stress debriefing session in the level of individual and group;
  •  

  • Ensure all stress management activities are in line with the UN policies on Respect for Diversity and Gender Mainstreaming.
  •  

  • Provide support to management to promote, plan and implement welfare activities for UN staff in country;
  •  

  • Identify, address and follow up on critical incident stress cases among UN staff in Indonesia;
  •  

  • Liaise with local experts and institutions in country for referrals, along with UN line managers, medical doctors, and local physicians to build a network of psycho-medical professionals ready to support and intervene in case of need;
  •  

  • Support/ advise the UN Management on culture specific stress indicators and gender sensitive mitigating strategies, decisions and activities.
  •  

  • Provide monthly reports to the Resident Coordinator (RC) and Crisis Management Team (CMT) in Indonesia, including updates on work undertaken and overall situation of staff.
  •  

  • Perform all other stress-related activities deemed necessary by the CMT.
  •  

  • Other relevant activities as assigned by the supervisors in coordination with RC, CMT, UNDSS CSA/ DSA offices Indonesia.
  •  

    Required Qualifications and Experience

     

    Education

     

    • Masters Degree in Clinical Psychology or Counselling Psychology or medical related discipline from an accredited academic institution acknowledged by UNESCO with minimum seven years of relevant professional experience, or:
    • University degree in the above fields with minimum ten years of current professional experience, or:
    • Professional certification as a psychologist or psychiatrist authorizing to deliver mental health services; and
    • Additional certification, training or experience in alcohol/substance abuse, stress management, critical incident stress, harassment and employee grievance handling will beneficial.

     

    Experience

     

    • Professional experience in the area of psychological counselling, psychotherapy for trauma and critical incident stress will be desirable;
    • Experience in cross-cultural service provision, psychosocial programming and or mental health policy development would be an asset; and
    • Experience with the United Nations is desirable.

     

    Languages

    Fluency in English and Bahasa Indonesia is required, both written and spoken.
