For the purpose of this vacancy, the following internal candidates who meet the eligibility criteria are considered as first-tier candidates:
- Internal candidates on regular or fixed-term contracts should meet the minimum time in post requirement of eighteen months or more at the time of the closing of the SVN
- The minimum time in post requirement is six months for such internal candidates who are incumbents of a position being advertised or confirmed for discontinuation.
- Internal candidates on short-term contracts should meet the minimum time in post requirement of six months or more at the time of the closing of the SVN.
- Internal candidates selected through a SVN will keep their OYFT or TYFT contract and the duration of the contract will be aligned to the duration of the project and IOM policy, if the advertised position is in the same category as their current position, or will receive an SST graded contract if the position is in a different category

Context:
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter Trafficking and Labour Migration (CT/LM), Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migrant Assistance, Migration Health, and Resettlement and Voluntary Returns.
The Resources Management Unit will contribute to the monitoring and supporting the budgetary financial, human resources and other administrative functions to ensure quality, effective and efficient resources management of the Country Office. Under the direct supervision of the National Finance Officer (NFO) and the overall supervision of the Senior Resources Management Officer (SRMO), the incumbent will be responsible and accountable for providing finance support services to the assigned projects at IOM Indonesia.
Responsibilities and Accountabilities
Under the guidance of the NFO & SRMO, provide administration support in monitoring and overseeing the day-to-day administrative, budgetary and financial functions in accordance with IOM’s rules, regulations and procedures.
Under the guidance of the NFO & SRMO provide data in preparation of finance monitoring with accurate financial tracking on a monthly basis and perform/advise correction entries in order to have clean project expenditure report with correct WBS and GL utilization. Involve in preparation of Project finance reports and coordinate with RAS and liaison missions in finalizing them for Donor submission.
In coordination with NFO, analyze variances between budget and actual expenditures in overall manner by preparing and maintaining project summary reports.
Ensure the budget details along with WBS included in the purchase requisitions/Travel authorizations/position establishment form and any other documentation under review, are accurate and in conformity with funding availability.
Participate in development of new budgets according to the concept notes/new project proposals and assist in budget revisions and no cost extensions and cost extensions appeals for the existing projects. Assist is drafting SOP s in managing the Budgets for new projects.
Prepare and maintain rolling average calculations for Office costs and prepare the forecast based on it. Assist NFO and SRMO in preparing and updating staff salary projections of the mission.
Participate in preparation of cost analysis of operational costs of the projects and perform detailed review of the major expenditure items.
Participate in preparation of projectization of staff salaries and office costs.
Provide support for audit or evaluation related to the projects and external or internal audits of the mission.
Work with the team in documentation and maintaining filing system of the finance documents.
Perform any other duties as may be assigned.
Required Qualifications and Experience
Education
- University degree from an accredited academic institution, preferably in Accounting or Business Administration with minimum 3 (three) years relevant work experience, or;
- Completed High School degree with at least 5 (five) years in relevant work experience with professional certification.
Experience
- Have professional certification from a recognized accreditation body in certified public accountant/CPA or chartered accountant/CA.
- Have relevant training and field experience, specifically in accounting systems.
- Ability to prepare clear and concise reports and to analyse and interpret source information and data.
- High level of computer literacy is required (MS office), specifically Excel.
- Good communication skills, personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking.
- Ability to lead, coach and work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
- Ability to undertake duty travel to provide technical supports and offer guidance to the field sub‐offices on matters related to project administrative and efficient resource management matters.
Languages
Fluency in English and Bahasa Indonesia, both written and spoken.
