Duty Station : Jakarta
Organization Unit : RCA and Humanitarian Programme
Duration of Contract : Consultancy Contract for Three Months
Type of Appointment : Consultancy
Estimated Start Date : As soon as possible
Closing Date : 04 June 2021
Nature of the consultancy & IOM Project to which the Consultancy is contributing
Through the ‘Regional Cooperation Agreement’ (RCA) programme, IOM provides humanitarian assistance to refugee and asylum seeker populations who have been displaced in Indonesia for a protracted period of time. Currently, there are approximately 14,000 refugees and asylum seekers throughout Indonesia, with around 7700 of them under IOM care.
Refugees and asylum seekers are prohibited from working under Indonesian law, meaning that most have limited or no livelihood opportunities. Since 2011, IOM has been providing a modest monthly allowance to refugees under IOM care to help meet their basic needs through a cash-based intervention (CBI) program. However, there have been significant changes to the market conditions since the CBI program started, both in terms of the cost of goods and services, and a review is needed of the current market in each of the locations where the refugees are situated.
IOM seeks a consultant to conduct a comprehensive economic assessment of (i) the basic living needs for refugees under IOM care and (ii) the extent to which these are being met by the current cash allowance provided through the RCA programme. This will involve an analysis of the basic goods and services purchased by refugees and asylum seekers in Indonesia and their average cost in local markets. Through the development of a report including recommendations for the necessary requirements for refugees to meet their everyday needs, the consultancy ensures that IOM can provide the most effective assistance for its beneficiaries.
