For the purpose of this vacancy, the following internal candidates who meet the eligibility criteria are considered as first-tier candidates:
- Internal candidates on regular or fixed-term contracts should meet the minimum time in post requirement of eighteen months or more at the time of the closing of the SVN
- The minimum time in post requirement is six months for such internal candidates who are incumbents of a position being advertised or confirmed for discontinuation.
- Internal candidates on short-term contracts should meet the minimum time in post requirement of six months or more at the time of the closing of the SVN.
- Internal candidates selected through a SVN will keep their OYFT or TYFT contract and the duration of the contract will be aligned to the duration of the project and IOM policy, if the advertised position is in the same category as their current position, or will receive an SST graded contract if the position is in a different category
In addition, all applicants should meet eligibility requirements for languages, education and work experience requirements stipulated in the SVN.
Context:
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter Trafficking and Labour Migration (CT/LM), Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migrant Assistance, Migration Health, and Resettlement and Voluntary Returns.
IOM’s Immigration and Border Management (IBM) Division supports Member states in improving the policy, legislation, operational systems, human resources and administrative and technical structures required to respond more effectively to diverse migration and border management challenges. IBM activities are in line with IOM’s commitment to facilitate orderly, safe and regular migration and mobility. Under the direct supervision of Programme Coordinator/Programme Manager and the overall supervision of the Chief of mission, the National Project Officer will be responsible for provision of services and targeted assistance to beneficiaries on the IOM Indonesia’ Empowering Migrant Worker Households and Strengthening Capacities at Points of Entry in Indonesia Project.
Responsibilities and Accountabilities
Under close coordination with the Programme Coordinator or Programme Manager (PC/PM) build and maintain collaborative relationships with IOM stakeholders, including government ministries, multilateral organizations, civil society, among others.
Serve as a liaison between IOM management and the government stakeholders, and facilitate bilateral or multi-lateral meetings at all levels as required, particularly with Ministry of Health and the Directorate General of Immigration;
Prepare and follow up with official communications to Government of Indonesia and partners regarding IOM project activities, particularly on strengthening capacities of Points of Entries in Indonesia;
Coordinate and oversee the implementation of project activities, this includes ensuring point of entry (PoE) assessments are conducted thoroughly, trainings are delivered to PoE staff and testing capacities as well as availability of PPe and other supplies to combat the spread of COVID-19 are increased. This includes ensuring all activities are in line with the project document, recruitment of key personnel of project team, including consultants/experts.
Monitor the day-to-day project activities, budgetary and financial function of assigned project in accordance with IOM’s rules, regulation and procedures.
Coordinate, monitor and follow up all aspect operational and administrative activities as well as to ensure IOM administrative procedures are followed.
Prepare work plan, concept notes, Term of References, activity and workshop reports within the proposed project framework, in collaboration with the appointed institutional experts, as required. This may include the identification of targeted participants, speakers, determination of the objectives of the workshop, and drafting of tentative agenda.
Ensure the effectiveness and efficiency in the use of funds and other project resources.
Identify and provide input on risks to project implementation and provide recommendations for risk mitigation measures as required and report inconsistencies or improvements to supervisor;
Prepare and submit project reports required by donors and other external stakeholders as required.
Participate in the preparation of concept notes and project proposals to expand and build upon ongoing initiatives of IOM in support of the Government of Indonesia’s COVID-19 mitigation and migration related priorities.
Provide guidance and supervision to the project staff; conduct performance appraisal of the staff using the IOM Staff Evaluation System (SES); and actively identify and promote training needs of the staff.
Perform any other duties as may be assigned, including duty travel.
