IOM is implementing a project titled: “AMPUH: Advancing Measures to Prosecute TIP and Protect VOTs” funded by U.S Department of State. The project’s overall goal is to contribute to the strengthening the Government of Indonesia’s efforts to effectively adjudicate trafficking in persons and other related transnational crimes.

This project expected to establish an integrated and reliable database platform for the Attorney General at national and sub-national level related to TIP case handling, including case status, map, statistics and other relevant data. In addition to support the prosecution of the TIP cases, the platform also equips the public attorney with the most updated and relevant information on TIP regulation in national and institutional level; as well as indictment letter bank that been recorded from the sub national level prosecution process. The platforms can be accessed anytime anywhere by the law enforcement officials and the public society as a part of transparency and accountability.

Under the direct supervision of the NPO of the CTLM Unit Jakarta and in coordination with CTLM project assistant, the consultant will take the lead in developing a TIP integrated database, indictment bank, and TIP regulation in national and institutional level platforms. Considering the expected result of the project, the consultant will be responsible for conducting the following assignment:

• Develop a TIP integrated database, indictment bank, and TIP regulation in national and institutional level platforms.
• Provide both production and testing environment for the platform, including conduct user experiences surveys to optimize the platform function.
• Provide at least six months of warranty for the TIP case database, indictment bank, TIP regulation platform upon the usage of the Attorney General Office.
• Provide a short introduction video of the TIP case database, indictment bank, TIP regulation platform that will be displayed during launching and national consultation meetings among ATTF members in national and sub national level to ease them understand operating the platform.
• Participate in the coordination between IOM and law enforcement agencies (Attorney General Offices) and also the other member of the National Anti-Trafficking Task Force (ATTF).

The end product is expected to be delivered by the Consultant will be the TIP integrated database, indictment bank, and TIP regulation in national and institutional level platform that can be integrated into JAMPIDUM website and connected through a portal into AGO system.

All logistic and services related to the development and final product (including providing server and storage) should be borne by the consultant.

The total duration for this assignment is maximum 6 (six) months (180 days).

The quality targeted and detailed of the work performed as established in above as well as compliance with agreed delivery dates.

The Consultant will receive an all-inclusive consultancy fee will be paid to the bank account indicated by the Consultant in the following instalments:

• The first instalment in the amount of 10% of the consultancy fee shall be paid upon signing off the contract.
• The second instalment in the amount of 25% of the consultancy fee shall be paid upon submission of the concept and design of the TIP database, indictment bank, and TIP regulation in national and institutional level platforms.
• The third instalment in the amount of 25% of the total fee shall be paid upon submission and approval by IOM of the revision of the User Acceptance Test of the requested platforms.
• The fourth instalment in the amount of 20% of the total fee shall be paid upon the integration into the server.
• The final instalment in the amount of 20% of the total fee shall be paid upon submission and approval by IOM of the requested platforms.

The Consultant will work under the direct supervision of the IOM Indonesia’s National Program Officers for CTLM Unit. As work progress, the Consultant will share expected delivery results with the NPO for her review. The IOM NPO will ensure to provide timely comments to the consultant’s work and address any Consultant’s request (i.e. additional information, government contacts, etc.)

IOM Indonesia will assist the Consultant in:

• Sharing any existing IOM materials relevant to the subject matter.
• Support in organizing a working group meeting with related stakeholders for the development of the integrated data platform.

The Consultant is expected to be based in Jakarta, Indonesia.

The consultant will need to submit technical and financial proposal in ENGLISH.

Each submission must include the following:

• Sample of previous work.

The proposed consultant(s) should have following competence.

• Have a minimum undergraduate degree from accredited institution, preferably in Computer Science.
• At least 5 years of professional/industry experience in industrial technology, particularly in developing e-learning platform.
• Experience in working with relevant governmental and non-governmental institutions and senior representatives in charge of counter-trafficking policy and implementation in Indonesia would be a distinct advantage as well as previous experience working with law enforcement officials.
