Established in 1951, International Organization for Migration is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing service and advice to governments and migrants.
In the region, labour exploitation of migrant workers presents a critical challenge and risk factors for involved countries. Special attention has been given to the recruitment process of migrant workers where a lack of transparency and understanding of the actors and cross-border practices were identified. The increasing number the actors in bilateral labour supply chains also increase the complexity of related processes and practices. Meaningful partnerships and advocacy with governments, local industry stakeholders and migrant worker organizations are necessary to end migrant worker exploitation.
Migrant workers are often exploited during the recruitment by labour brokers or recruiters that charge excessive fees, provide misleading information about the job offer, and in some instances, seek to impose control over workers through measures such as retaining workers’ identity documents, withholding of salaries and restricting their freedom of movement. To promote safe labour migration in the Indonesia-Malaysia and Nepal-Malaysia corridors and support businesses respect, promote and remedy the human and labour rights of women and men migrant workers in international supply chains, IOM is implementing a project titled: “Promoting safe migration in Malaysia through the transformation of recruitment practices and standards in the supply chain” funded by Responsible Business Alliance Foundation (RBA Foundation).
There is largely no formal, mandatory or structured pre-employment orientation (PEO) programme in most of the country of origins, including Indonesia. PEO content is found to be scattered across anti-trafficking or safe migration programmes. By the time a worker has access to information regarding their employment, often only during the government-mandated pre-departure orientation (PDO), it is too late to prevent further exploitations at the country of destination.
Considering the above, there is a significant need to empower migrant workers and jobseekers through pre-employment orientation (PEO) training. This aims to increase the awareness of jobseekers and migrant workers on their rights and access to remedy, thus leading to increased understanding and access to ethical recruitment channels and migration support services during the recruitment process.
The Consultant will be required to undertake both desk-based research as well as to consult and coordinate with relevant stakeholders remotely. The Consultant will be responsible to conduct the following assignment:
The consultant will be responsible for developing training curriculum and manual for TOT on PEO and information kits for roll out PEO workshop, in consultation with selected groups of relevant local communities as well as government, private sector and civil society to identify the most effective methodology and content. Close consultation with IOM at every step is also required.
The total duration for this assignment is proposed 3 months (90 days).
The quality targeted and detailed of the work performed as established in above as well as compliance with agreed delivery dates.
The Consultant will receive an all-inclusive consultancy fee will be paid to the bank account indicated by the Consultant in the following instalments:
The Consultant will work under the direct supervision of the IOM Indonesia’s National Program Officers for LM Unit. As work progress, the Consultant will share expected delivery results with the NPO for her review. The IOM NPO will ensure to provide timely comments to the Consultant’s work and address any Consultant’s request (i.e. additional information, government contacts, etc.)
