Context:
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter Trafficking and Labour Migration (CT/LM), Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migrant Assistance, Migration Health, and Resettlement and Voluntary Returns.
IOM Indonesia aims to improve the quality of care for refugees and asylum seekers referred to IOM by the Government of Indonesia according to applicable international humanitarian and human rights standards. IOM also contributes to the increased protection of vulnerable subgroups of displaced persons, such as unaccompanied migrant children (UMCs), victims of sexual and gender based violence, pregnant women, and the elderly, among others, through the establishment of referral mechanisms involving the active participation of specialized state and non-state service providers.
Under the direct supervision of National Migration Health Officer (NMHO) and under overall supervision by HoSO/ Senior Programme Coordinator Western Region Indonesia, he/she will assist in the planning, implementation and monitoring of Health components in close coordination with the relevant units.
Responsibilities and Accountabilities
Provide assistance to NMHO to ensure that all health components of the project are implemented in line with logical frame works.
Support monitoring and evaluation health program for asylum seekers/refugees/ irregular migrants under IOM care (IOM beneficaries) in IDCs and community accommodations in Jakarta and Tangerang area.
Provide assistance in establishing, maintaining, and monitoring health assistance for IOM beneficiary in IDCs in Tangerang area and interception sites in Central Region Indonesia area by providing regular field visitation.
Liaise with IOM panel health facilities (primary, secondary, and tertiary care facilities) to maintain quality assurance respecting IOM procurement and financial procedures and regulations.
In close coordination with NMHO, liaise with relevant (health) authorities regarding the health issues of IOM beneficairies including their voice as well as inline within IOM Operations guideline.
Provide assistance to NMHO, to identifies and make necessary arrangements for health service in IDC, community accomodation and interception sites with secondary and tertiary care facilities for referral of migrants while respecting IOM procurement and financial procedures and regulations.
In collaboration with third party primary clinical care providers, ensure that IOM health assistance for beneficiaries adheres to essentials of primary care principles, rational utilization of secondary and tertiary health care.
Provide support on budget preparation and verifying day to day operational needs in providing primary care-based health service provisions and facilitation for preventive care and accessing secondary and tertiary care services including payment cycle to implementing partners.
In collaboration with third party primary clinical care providers, ensure that emergency medical referral systems are establish in IDCs, community accommodations and interception sites and efficiently facilitate for medical needs in coordination with relevant authorities and IOM Health/Operations staff in the field.
Provide assistance to NMHO to manage need assessment, and health behavior of irregular migrants on a regular basis and inform NMHO on intervention such as health promotion and other needs on a quarterly basis.
Support medical information system by collecting, verifying and entering data from incoming invoices (from suppliers, and service providers) into standardized form of data entry file in timely manner.
Assist NMHO in health assessment program such as immigration medical examination, PDMS (Pre-departure Medical Screening) and DHC (Departure Health Check) including preparing medical escorts kits, mobile health assessment Kits and other medical items, where the system in place.
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- University degree from an accredited academic institution in Medical or Health with Registered Nurse or Nurse Practitioner (equal to nurse profession or S.Kep, Ners for Indonesian) with minimum 2 (two) years experience in clinical practice and/or family medicine (as nurse practitioner, family nurse) with valid STR (Surat Tanda Registrasi); or
- Completed High School degree from an accredited academic institution, with four years of relevant professional experience.
Experience
- Indonesian National with good knowledge and experience in health services;
- Has working experience including in project management, administration and staff supervision;
- Experience in community development, public health and psychosocial fields related to health system;
- Prior experience working in health insurance and health promotion fields are advantages;
- Experience in liaising with governmental as well as national and international institutions preferred;
- Excellent knowledge of structures and functions of district health office and ministry of health;

Responsibilities and Accountabilities
Perform identification of the refugees/migrants coming for health assessments. Obtaining exam such as vital signs, visual check and medical history taking. Provide follow up by counselling and nursing care for related activities as required;
Review and follow up beneficiary health condition periodically including providing counselling and nursing care to special needs refugee/migrant through any means of communication and report to Migration Health Physician (MHP) and/or National Migration Health Officer (NMHO) if the not regular case and need attention/further medical advice including preparing list of chronic medical illness and significant medical condition to facilitate provisions of care, support and treatment;
Verify IOM health assistance and clinical case management for beneficiaries adheres to essentials of primary care principles, rational utilization of secondary and tertiary health care as in line within IOM Operations guideline.
Coordinate with relevant (health) authorities such nursing professional board/association, and health office to maintain registration certificate and license of nursing practice including regularly updating skill and competence to reach required credits;
Support NMHO to coordinate with IOM panel health facilities (primary, secondary and tertiary health care facilities including third party DOTS/ Caregiver) to maintain stratified referral system and quality assurance of health respecting IOM procurement and financial procedures and regulations;
Monitor stock of medical supplies, such as drugs, vaccine, supporting aids and other medical supplies by referring to updated guideline or SOPs in distribution, handling, administration, and reporting;
Conduct pre-departure medical briefings for domestic and international movement (resettlement and AVRR) and arrange pre-departure medical screening/pre-embarkation check /stabilization including referral to special clinic/hospital, preparing medical escorts kits, mobile health assessment kits and other medical items, with the medicine preparedness and other coordination with other units following to MHD guideline;
Maintain health assessment data (including in electronic medical database and health information system) in comprehensively and timely manner from intake medical examination to be linked to secondary/tertiary are level and update statistical information of caseload and relevant activities such as scheduling patients, follow up patient, and for case management and financial reporting with adhere to confidentiality of medical information;
Coordinate case management process for patient care (including for direct and virtual DOTS process) and monitor side effect accordingly and if necessary, communicate with MHP/NMHO by preparing medical resume, and assessment form for further advice. This includes but not limited to case management of mental disorder, disabled case, cancer, HIV, syphilis, gonorrhea, malaria, intestinal parasites, and TB.
Provide health education and create awareness on preventive measures.
Support emergency medical referral systems to provide a time efficient medical attention to emergency medical needs in coordination with relevant authorities and IOM Health, Psychosocial, Operations staff in the field, and panel health providers. Required Qualifications and Experience
Education
- University degree from an accredited academic institution in nursing with Nursing professional certification (equal to S.Kep. Experience
- Indonesian National with working experience in clinical practice and/or family medicine (as nurse practitioner, family nurse), Independent health program management skills, such as supervision capacity, quality assessment and control and report writing;
- Has capacity to deliver health care in nursing proven by having history of holding license practice a s nurse from respective health office within last 5 years and still having valid registration certificate (STR) from Indonesian Nursing Board;
- Experience dealing with the health management and care of vulnerable groups; delivery of public health services, TB program, and mental health program are distinct advantage;
- Knowledge in assisting emergency operations activities;
- Effectively applies knowledge of health issues in execution of responsibilities at appropriate level;
- Maintains confidentiality and discretion in appropriate areas of work;

- Completed minimum a diploma in nursing subject (equal to Amd.Kep for Indonesian in academic institution) with at least 5 (five) years relevant work experience and valid certificate as above.
Experience
- Indonesian National with working experience in clinical practice and/or family medicine (as nurse practitioner, family nurse), Independent health program management skills, such as supervision capacity, quality assessment and control and report writing;
- Has capacity to deliver health care in nursing proven by having history of holding license practice a s nurse from respective health office within last 5 years and still having valid registration certificate (STR) from Indonesian Nursing Board;
- Experience dealing with the health management and care of vulnerable groups; delivery of public health services, TB program, and mental health program are distinct advantage;
- Knowledge in assisting emergency operations activities;
- Effectively applies knowledge of health issues in execution of responsibilities at appropriate level;
- Maintains confidentiality and discretion in appropriate areas of work;
- Excellent knowledge of structures and functions of district health office and ministry of health;
- Excellent communication and negotiation skills;
- Ability to prepare clear and concise reports;
- Capacity to work effectively, strong strategic and creative thinking harmoniously with colleagues from varied cultures and professional backgrounds;
- Proficient in computer applications: Ms-Office;
- Understanding of electronic medical record.
Languages
Fluency in English and Bahasa Indonesia is required, both written and spoken.
