TheResourcesManagementUnitwillcontributetothemonitoringandsupportingthebudgetary financial, human resources and other administrative functions to ensure quality,effectiveandefficientresourcesmanagementoftheCountryOffice.Underthedirectsupervision of the National Finance Officer (NFO) and the overall supervision of the SeniorResources Management Officer (SRMO), the incumbent will be responsible and accountable forproviding financesupportservicestotheassigned projectsatIOMIndonesia.

Required Qualifications and Experience

Education

  • University degree from an accredited academic institution, preferably in Accounting or Business Administration with minimum 3 (three) years relevant work experience, or;
  • Completed High School degree with at least 5 (five) years in relevant work experience with professional certification.

 Experience

  • Have professional certification from a recognized accreditation body in certified public accountant/CPA or chartered accountant/CA.
  • Have relevant training and field experience, specifically in accounting systems.
  • Ability to prepare clear and concise reports and to analyze and interpret source information and data.
  • High level of computer literacy is required (MS office), specifically Excel.
  • Good communication skills, personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking.
  • Ability to lead, coach and work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Ability to undertake duty travel to provide technical supports and offer guidance to the field sub‐offices on matters related to project administrative and efficient resource management matters.

Languages

Fluency in English and Bahasa Indonesia, both written and spoken.

    ResponsibilitiesandAccountabilities
  • Under the guidance of the NFO & SRMO, provide administration support in monitoring andoverseeing the day-to-day administrative, budgetary and financial functions in accordancewithIOM’srules, regulations andprocedures.
  • Under the guidance of the NFO & SRMO provide data in preparation of finance monitoringwithaccuratefinancialtrackingonamonthlybasisandperform/advisecorrectionentriesin order to have clean project expenditure report with correct WBS and GL utilization.InvolveinpreparationofProjectfinancereportsandcoordinatewithRASandliaisonmissions infinalizingthemforDonorsubmission.
  • In coordination with NFO, analyze variances between budget and actual expenditures inoverallmanner bypreparingandmaintaining projectsummaryreports.
  • Ensure the budget details along with WBS included in the purchase requisitions/Travelauthorizations/positionestablishmentformandanyotherdocumentationunderreview,areaccurate andinconformitywith funding availability.
  • Participate in development of new budgets according to the concept notes/new projectproposals and assist in budget revisions and no cost extensions and cost extensions appealsfortheexistingprojects.AssistisdraftingSOPsinmanaging theBudgetsfornewprojects.
  • Prepare and maintain rolling average calculations for Office costs and prepare the forecastbased on it. Assist NFO and SRMO in preparing and updating staff salary projections of themission.
  • Participate in preparation of cost analysis of operational costs of the projects and performdetailedreviewof themajor expenditure items. 
  • Participateinpreparationof projectizationofstaffsalaries andofficecosts.
  • Providesupportforauditorevaluationrelatedtotheprojectsandexternalorinternalaudits of the mission.
  • Workwiththeteamindocumentationandmaintainingfilingsystemofthefinancedocuments.
  • Performanyotherdutiesas maybeassigned.
